Standardization of weighing instruments

(1) Standards are the criteria for measuring things. Engineering technical standards shall be characterized by progressiveness (reflecting scientific and technological achievements and advanced experience), publicity (unanimously or basically agreed and jointly formulated by relevant parties), restraint (forming norms or documents) and efficiency (promoting the best public interests). Weighing products are devices used for weighing in various fields such as commodity exchange, material circulation, and scientific research. As supporting devices in the production process, they play an important role in controlling product quality, improving production efficiency, and enhancing working conditions. Therefore, the standards of weighing products themselves (including product quality standards, process standards, technical standards, management standards, and testing standards, etc.) have particularly important significance. On the one hand, the control of weighing instrument product standards is macro managed by the state through legislation; On the other hand, it is important to focus on standardization work. Standardization is the process of formulating, publishing, and implementing standards, with the aim of achieving the best order and benefits for common problems in the fields of technology and economy. Therefore, standardization work is an essential foundational task to ensure product quality, promote technological progress, and catch up with world standards.

After the birth of New China, the country promulgated a series of regulations and standards to regulate industrial and agricultural production and basic construction in the 1950s; The "Management Measures for Industrial and Agricultural Products and Engineering Construction Technical Standards" promulgated by the State Council in 1962 was the first national administrative regulation on standardization work since the founding of the People's Republic of China; In 1978, the State Council approved the establishment of the National Bureau of Standards, and the following year, the State Council approved and promulgated the "Regulations on Standardization Management of the People's Republic of China", marking a new period of development for standardization work; The "Measures for Standardization Management of Industrial Enterprises (Trial)" promulgated in 1981 provided a unified foundation for the standardization work of industrial enterprises in China; In 1985, the "Trial Measures for Product Quality Supervision" approved by the State Council and promulgated and implemented by the National Bureau of Standards was an important administrative regulation for implementing product quality supervision; The Standardization Law of the People's Republic of China, promulgated in 1988, fully incorporated standardization work into the legal system.



(2) As early as the early 1960s, the industry's centralized management department began researching, drafting, and formulating quality standards, technical standards, and unified drawings for platform scales and case scales. In 1964, it was approved as a standard by the Ministry of Light Industry, and the following year it was approved as a national trial standard. In 1985, it became a national standard; At the same time, quality standards for measuring levers, standards for measuring levers with copper embedded steel bodies, and unified drawings for the main accessories of platform scales and cutting scales were also formulated. In the early 1970s, in response to the large structural differences and complex and chaotic specifications of large-scale weighing products (such as dozens of specifications within the weighing range of 0.5t to 50t for ground scales alone, and hundreds of table design sizes, with load-bearing levers divided into one and three shapes), as well as the poor quality of many products, the Ministry of Light Industry organized a considerable amount of force to conduct a wide-ranging investigation (including management departments of manufacturers and users - automobiles, tractors, key steel mills, chemical plants, power plants, etc.). Based on the principles of scientificity, comparability, and wide market applicability, while also taking into account the acceptance ability of most manufacturers (less mold replacement and smaller one-time investment), they successively drafted and formulated 5t, 15t, 20t, and 30t (classified into Type A -3m x 7m and Type B -3m x 2m based on table size) 5 specifications and models of ground balance products are standardized, and it is determined to use a straight shaped load-bearing lever; Drafted and formulated two specifications of ground scales, 2t and 3t, and determined to use triangular load-bearing levers. After the prototype manufactured according to the new standard passed the appraisal in October 1972, it was approved by the Ministry of Light Industry as a ministerial standard, revised in 1982, and approved as a national standard in 1985. In 1975, the organization formulated technical standards for general mechanical pointers and gauges, which were approved by the Ministry of Light Industry as draft standards in 1976. At that time, the weighing industry was generally in a relatively backward stage. The Ministry of Light Industry organized almost all technical forces in the weighing industry to develop product standards and unified drawings. This was an important measure to strengthen industry management and laid a good foundation for the healthy start and technological progress of the industry. Changchun, Shenyang, Dalian, Nanjing, Tianjin, Beijing, Changsha, Wuhan, Xuzhou, and Shanghai Dongfang weighing equipment factories and related units have participated in the research, drafting, prototype testing, and appraisal of the above-mentioned mechanical weighing equipment product standards. From 1976 to 1990, standards for mechanical batching scales (hopper scales), roller mechanical belt scales, GGT static mechanical track scales, electronic pricing scales, electronic belt scales, electronic hanging scales, electronic hopper scales, electronic track scales, electronic car scales, electronic platform scales, weighing sensors, spring dial scales, etc. were successively formulated, and the vast majority of them were approved as national standards. At that time, measures such as designated production, specialized production of main and general components, unified supply of standard drawings, and specialized equipment for designated production were also taken to ensure the seriousness of implementing standards and achieve effective results.
